Tenue: 9 Months 5 days a week maybe 4.

Purpose of the role

We are about to embark upon a transformation programme to ensure that we have an organisation which is “fit for the future”, clear on purpose and with the right resources to deliver work that has a positive impact; doing it effectively, efficiently and offering value for money.
Separate to this programme, but closely aligned, we have a workstream which requires specialist OD HR skills. We have identified that there is a lack of bandwidth and / or the required skillsets within the existing PSR HR team and as such are seeking to bring a consultant into the team for a period of 9 months.

Reporting into the Senior Manager – PSR People and Engagement Lead (Senior HR Business Partner) you will work closely with the two existing HR team members and the firm of consultants which we are in the process of appointing. We anticipate that part of your role will be to share your knowledge and expertise to help to upskill our existing team.
Minimum requirements

-
An HR / OD professional with proven experience of working with senior leadership teams to successfully deliver complex change and transformation programmes.
Key Accountabilities

-
As an independent subsidiary of the Financial Conduct Authority, all PSR staff have FCA employment terms and conditions and the PSR has a service level agreement in place with the FCA for the provision of a number of mainly operational services, including the provision of support from the FCA HR function. The PSR People and Engagement Lead (Senior HR Business Partner) is a member of the FCA HR Senior Leadership team, helping to shape all policies, procedures and employee benefits, which also impact on PSR staff. Working with and helping to manage that relationship will also be a key element of this role.
-
As part of a wider FCA Transformation programme, terms and conditions and ways of working are currently under review. This includes the introduction of new job grades across both organisations. This role will work closely with the FCA HR team to carry out a job grading and mapping exercise, ensuring that all PSR staff are appropriately aligned to the new grading structure and that it works for our resourcing model, from both a recruitment and retention perspective.
-
As part of the FCA pay, benefits and career and grading work / review, provide support on evaluating our employee value proposition and the employee consultation process.
-
Work with our Communications function and the external Consultants to ensure that there is a joined-up communication plan to engage our staff and help embed any changes, ensuring that all staff are clear on their purpose, roles and responsibilities.
-
Working with the HR team, update and align the PSR Capability Framework to map to the new grading structure.
-
As appropriate, partner with the Consultants to help deliver key elements of our ‘Fit for the Future’ Programme of work. For example, how we use our talent pipeline and succession planning to provide improved resource management and career development opportunities. • Provide additional bandwidth and support to the HR function, to deliver related projects, including but not limited to our Future Ways of Working (embedding behaviours relating to our return to the office); and our Employee Survey engagement activity.
-
As appropriate, provide general HR support and advice to PSR colleagues and share your knowledge to upskill our existing HR team.
Knowledge & experience Essential

As a seasoned HR / OD professional, you will have proven experience of working with senior leadership teams to successfully deliver complex change and transformation programmes.
-
You must be able to demonstrate experience of successfully delivering and embedding a job grading and mapping exercise across a number of organisations.

An HR professional with extensive experience of delivering culture change, talent and leadership development programmes.
